Policy Recommendations
Primary Recommendations
1. Support the hybrid UNAMID peacekeeping force through providing needed
equipment and funding.
2. Appoint an envoy to the region in order to raise awareness about the
issues at stake and provide leadership for Canada's efforts to end the
crisis.
3. Support efforts at rebel unification in order to simplify and assist
the peace negotiations process.
4. Support targeted divestment from Sudan in order to pressure the
Sudanese government to cooperate with the hybrid peacekeeping force and
the peace negotiations process.
Secondary Recommendations
5. Provide humanitarian aid to help mitigate the intense suffering
caused by the conflict
6. Pressure Sudan to arrest ICC indictees, including Sudanese
humanitarian affairs minister Ahmad Muhammad Haroun and Janjaweed
militia leader Ali Kushayb.
7. Provide training to UNAMID personnel for dealing with gender based
violence.
8. Raise the issue of Darfur in bilateral discussions with China and ask
for China's active assistance in resolving the conflict.
9. Use Canada's leverage at both the World Bank and the International
Monetary Fund to make debt assistance conditional upon Sudan's full
cooperation with efforts to end the crisis in Darfur.
10. Raise awareness within Canada about the ongoing crisis in Darfur and
what Canada is doing in response.
